"16" (decimes due) shows the cover was treated at the double rate in France. Ms "France via Havre de Grace" shows the cover was intended to be sent direct. As this was 7 days later in sailing than the Collins Line steamer Baltic leaving NY 16 Sept, arriving Liverpool 23 Sept the cover was sent by American Packet. No postage due markings on cover.
